Except where otherwise expressly provided by statute, the mayor, councilmembers and
other officers and employees of the town shall be paid such salaries as the council
shall authorize, from time to time, by annual appropriation ordinance or other action
in regard thereto, at such periods as may be provided by the council. Any increase
for mayor and council shall not take effect until July 1 following the first election
after the council approves such increases.
