§ 28-20. User of record.
(a)
All water passing through and being recorded on a meter shall be charged to the user of record, from the time the meter is set until the time it is removed on written notice of the user, whether the water is used or wasted.
(b)
Exception. Where an underground leak is discovered, and the owner, agent or tenant takes immediate and prompt action to repair the leak, the town may allow credit against the current water bill. Such credit shall be allowed to reduce the current bill to an amount equal to not less than two times the average of the two previous bills for the same premises. No adjustment shall be made on any water bill due to negligence or otherwise when such leaks occur beyond the point where the water enters the building.
