§ 28-21. Liability of property owner.

The owner of any property served by the town water system shall be charged and held liable for the payment of all water used from the town water system on their property upon the following conditions: When any property served by the town water system has more than one water user connected to the town's water system through a single connection in such a manner that each individual user cannot be disconnected from the system, upon their failure to pay water charges when due without interfering with other users of said system, then the town, upon giving the owner of said property notice of its option to provide separate connections for each water user on his property, or that the owner shall be liable for all water used on his property and if the owner fails to exercise his or her option to provide separate connections to the town water system for each user of water on his or her property within 15 days after said notice, then the owner shall be thereafter charged and held liable for all water used on his property.
