§ 20-5. Excavations generally.

  • Whenever any person proposes to take up or disturb any paving, curbing or guttering in any of the streets or sidewalks of the town or to dig into the streets or sidewalks for the purpose of laying or repairing sewer, water or gas pipes or to erect poles or for any other purpose, such person shall, before proceeding with such work, make application in writing and obtain a permit from the council to do such work and shall post such bond as may be required of him. No such permit shall be issued unless in case of absolute necessity. No unnecessary delay shall be permitted in the completion of such work and in no case shall such work be done in such manner as to obstruct the streets or endanger persons or property.
