During the time period following the application for one or more identification cards and the issuance thereof, the municipality may investigate as to the truth and accuracy of the information contained in the application. If the municipality has not completed this investigation within the required time period, the identification card nonetheless will be issued subject to administrative revocation upon completion of the investigation.

    (b)
