§ 2-56. Duties of presiding officer generally; rules of order generally.

The mayor or acting mayor, at the hour appointed for the council to meet, shall take the chair, call the meeting to order and preserve proper order and decorum. Except where otherwise provided by ordinance, Robert's Rules of Order shall obtain in all meetings of the council.
